The reform of the Higher School started in September 2010 has some new features that are derived directly from the European guidelines (the Lisbon Strategy).

The EU is not only to establish the educational objectives that each Member State will have to be reached by 2015, also establishes a number of aspects related to the size of the teaching, the purpose of which becomes the upgrading of skills. They are eight key competences which learning will be essential for both a short term recovery of the economy as well as for developing more long-term and increasing productivity, competitiveness and employment, as well as the guarantee of equal opportunities and social cohesion (European Commission, 2008).
